Gloucester Players in trouble with the law?

Whoever wrote these minutes had a way with words:

Extract from GRFC Committee Meeting Minutes of 4 October, 1955.

"Gloucester Police.   In response to an application from Police Headquarters, it was agreed to allow the use of Kingsholm ground for a match v. Somerset Police on Nov. 15th. Mr. G. Hudson suggested that Police Headquarters might be approached with a view to securing the release of players required by the Club v. Cambridge University on the following day..."
